The LOCSEE Final International Conference "From Transferring EU Legislation on Climate Change to Low-Carbon Policy Implementation: A Cross-sectoral Perspective" was held in Rome, Italy, on December 18, 2014. Lead partner EURAC also held a press conference during the event.

Mr. Daniele Vettorato, LOCSEE project manager at EURAC, welcomed participants, and an opening speech was given by Mr. Roberto Binatti on behalf of the Italian Ministry for the Environment, Land and Sea, in which he gave an overview of the outcomes of COP20, recently held in Lima, Peru. He spoke in particular about the capitalisation of the new Green Climate Fund; the draft Paris 2015 Agreement; the Lima Call for Action; and the role of carbon dioxide remove (CDR) techniques. Ms. Roberta Calcina from the South East Europe Transnational Cooperation Programme talked about the continuation of the programme and encouraged participants to find out about the new funding opportunities.

The first presentation during the morning session, delivered by Ms. Barbara Simonic of the Ministry of the Environment and Spatial Planning in Slovenia, was related to the establishment of a system for monitoring the implementation and effectiveness of measures with an impact on GHG emissions. It was followed by a presentation on improving reporting on emissions related to land use and land-use change by Ana Juras of the Ministry of Environmental and Nature Protection of Croatia. The third presentation, on streamlining climate change mitigation in national sectoral policies, was delivered by Ms. Teodora Obradivikj Grncharovska of the Macedonian Ministry of Environment and Physical Planning.

Mr. Dusan Todorovic, Serbian national expert from the University of Belgrade presented the country's low-carbon policy paper on the waste sector, after which Ms. Laureta Dibra, head of the Air, Climate Change and Chemicals Sector of Albania's Ministry of Environment, Forestry and Water Administration, talked about the development of nationally appropriate mitigation actions (NAMAs) in relation to energy efficiency. Ms. Benedetta Del' Anno of the Italian Ministry for the Environment, Land and Sea presented the Eco-innovation Action Plan and its implementation in Italy. She was followed by Mr. Piercalo Sandei of UNEP-Austria, who spoke about regional approaches to climate change adaptation and mitigation in South Eastern Europe (SEE).

In the afternoon session, Mr. Pierre Laconte of the Foundation for the Urban Environment, Belgium, gave a presentation on GHG emissions measuring, trading and storing. This was followed by a presentation by Ms. Elena Georgopoulou of LOCSEE partner the National Observatory of Athens (NOA) on the modelling of low-carbon policies in the SEE region, including results, challenges and lessons learned. The implementation of transport legislation was presented by Ms. Nadia Bert of the Florence School of Regulation's Transport Area and the European University Institute. A representative from the European Investment Bank then spoke on the topic of financing policy implementation.

A presentation by Mr. Andreas Tuerk of Joanneum Research then focused on NAMAS in the SEE region. It was followed by a presentation by Mr. Antonio Lumicisi of EURAC on voluntary tools in the implementation of the European low-carbon strategy in Italy. Mr. Dimitri Lalas of NOA then talked about the effects of the European Commission State Aid 2014-2020 Guidelines and the Electricity Market as a model for meeting the 2030 EU targets.

The event ended with a roundtable moderated by NOA and Joanneum Research, during which participants discussed the sustainability of the project's results and the outlook for the future. The conclusions and closing remarks were then delivered by EURAC.
