The first LOCSEE capacity-building workshop on transferring EU legislation on climate change and developing low-carbon policies took place on May 24, 2013, in Graz, Austria, at the premises of the Styrian Government. The workshop, which was organised by JOANNEUM RESEARCH, focused on EU directives related to climate change and their transposition into national law. Examples of the implementation of low-carbon policies were presented, as well as good and bad practices in the LOCSEE project region.

Representatives of high-level institutions, including the EC's Directorate-General for Climate Action, the Energy Community, and the Regional Environmental Network for Accession (RENA), discussed the way forward for the EU and presented concrete experiences of tackling climate change. The challenges faced by accession, candidate and potential candidate countries in transposing EU legislation were also discussed, and participants were given a summary of the current climate change and energy strategies of Albania, Austria, the former Yugoslav Republic of Macedonia, Montenegro and Serbia.

Current barriers limiting the progress of institutions in addressing climate change issues were the subject of a panel discussion, and panellists exchanged views on the potential for improvements.

Speakers also showcased good practices and relevant experience that will help in the creation of a step-by-step manual on the development and implementation of low-carbon policies.

In the wrap-up session, panellists offered their recommendations and partners shared their reflections regarding the successful achievement of the LOCSEE project objectives.
